I am currently using the Colour theme skin...

Is there a way I can have the "latest threads" displayed on the forumhome

I would like to have it on the left hand side just below the member panel ?

There are mods on vbulletin.org that help in display what you need and then you can modify code to put it where you want or you can use vbadvanced.
