I want order a skin and read this at end of ordering:

IMPORTANT: In order to combat fraud, we must verify your phone number before granting you download access. Your information will never be revealed to anyone nor will we contact you. For verification to be successful you must be available to answer your phone immediately. If you are not available to answer your phone before downloading, please wait until a more suitable time to verify yourself.
Telephone numbers of fraudsters and time called are automatically sent to Interpol with PayPal evidence, which in turn forwards it to the appropriate authorities of the country it came from.
Sorry, but for what is that? I pay with paypal and must give you my phone number, without I cant download the skin? Is this so? So I think I take another skin. For me, this look not serious. What a pity!

Anyone who is a legit customer shouldn't have a problem with verifying their cell-phone.

I do not know any company that makes it that way. what could you need to telephone queries? I do not understand!

I only have one handy. 2 months ago I changed the number, because I was annoyed with advertising. therefore I will certainly not enter any shop my handy number so that the start again. All promise always the number is not passed, BUT THAT IT IS!

Btw the problem here with proxy. I think arcor(and another provider?) uses a proxy for its user, maybe that is the problem with users "proxy"? But that not thier fault, thats your und your system. Thats really not user friendly.
