The discussed this info in the announcement thread about the 4.0 skins. I am assuming that if you are within your one year time of purchasing the skin you will be able to receive the 4.0 version. However, if you want the extras like the blogs, cms, and other sections you will have to pay for that which is only fair. I can't confirm though that you will be able to get the base forum skin for 4.0 if you already have the 3.8 one and that you are within that year, that is something the owners will have to mention, but the rest you'll have to pay for.

why pay? they are not already able to make an update to 3.8.5, so why pay it deserves a nice advertising I think

I hope the royal flush 4.0 skin comes out soon, my download access will expire on april 7th.

I am just a customer which is why I mentioned that hopefully the owners will chime in. They already stated in the announcement thread about the blog and cms skin additions will cost additional money but I am not sure if upgrading just the forum skin if you already have it will or will not cost additional funds.
